Accord Worldwide, Inc. is preparing a proposal for an international consultancy for a UN office in Somalia on Institutional Capacity Building Needs Assessment and Curriculum Development under an AfDB-funded project. We are seeking expressions of interest from senior consultants with demonstrated Somalia experience who may be considered for the proposed technical team.
Important: This is an expression of interest for a proposal currently under development. It is not a job offer, employment contract, guarantee of engagement, or confirmation that Accord Worldwide has been awarded the assignment. Any future engagement is conditional on successful contract award, client approval, the final Terms of Reference, consultant availability, contracting, and applicable compliance requirements.
About the Assignment
The assignment is expected to combine an institutional capacity-building needs assessment with development of practical, context-responsive curricula and learning resources for an AfDB-funded project in Somalia. The work is expected to translate institutional and workforce capability gaps into prioritized competencies, learning outcomes, curriculum components, implementation tools and a sustainable capacity-development pathway.

Proposed Role: Senior Institutional Capacity Building & Curriculum Development Specialist
The proposed expert will contribute to or lead needs assessment, stakeholder consultation, competency mapping, curriculum and learning-material development, validation, quality assurance and knowledge-transfer activities. Final role titles, team composition and level of effort will be aligned with the UN office’s complete Terms of Reference and client requirements.
Indicative Responsibilities
- Support or lead inception, methodology refinement and work planning.
- Conduct institutional, functional and individual capacity needs assessments using appropriate qualitative and quantitative methods.
- Engage government, institutional, UN, donor and other relevant stakeholders in Somalia.
- Translate assessment findings into competency priorities, learning outcomes and capacity-development recommendations.
- Design or strengthen curricula, facilitator guidance, participant materials, practical exercises and assessment approaches.
- Facilitate validation workshops and incorporate stakeholder feedback into final products.
- Support quality assurance, monitoring and evaluation, reporting and knowledge transfer.
Desired Profile
- Advanced university qualification in education, curriculum development, organizational/institutional development, public administration, human-resource development, international development or a closely related field.
- Strong professional experience in institutional capacity development, organizational needs assessment, training-needs assessment, curriculum or learning-material development.
- Demonstrated professional experience in Somalia is required for this expression of interest.
- Experience working with government institutions, UN agencies, development banks, donors or international development programmes is highly desirable.
- Demonstrated ability to conduct stakeholder consultations and convert assessment findings into practical capacity-building interventions.
- Experience in fragile, conflict-affected or humanitarian/development settings is an advantage.
- Strong written and spoken English; relevant Somali language capability is an advantage where applicable.
Location and Timing
The assignment concerns Somalia and may include remote technical work and field-based stakeholder engagement, subject to the final UNICEF Terms of Reference, security conditions, travel arrangements and client approvals. The procurement notice closes on 7 October 2026; consultant selection for Accord Worldwide’s proposed team will therefore be conducted on an accelerated basis.
