Accord Worldwide, Inc. is preparing a proposal for an international technical-assistance assignment focused on the development of transferable, employability and workforce-relevant skills within TVET systems in the MENA region. We are seeking expressions of interest from specialists in employability, workforce development, labour-market analysis and transferable skills who may be included in the proposed consultancy team.

Important: This is an expression of interest for a proposal currently under development. It is not a job offer, employment contract, guarantee of engagement, or confirmation that any assignment has been awarded. Any future engagement would be conditional on successful contract award, client approval, the final scope and Terms of Reference, consultant availability, contracting, and applicable compliance requirements.

About the Assignment

The anticipated assignment will support national TVET stakeholders to identify priority transferable skills and strengthen their integration into vocational curricula, learning materials, trainer practice and assessment. Expected areas include employability, communication, collaboration, critical thinking, problem solving, digital literacy, entrepreneurship, self-management and related workplace competencies.

Proposed Role: Skills, Employability & Labour-Market Specialist

The specialist will lead or contribute to the skills-mapping and labour-market dimensions of the assignment, ensuring that proposed competencies and learning approaches are relevant to youth, employers and evolving workplace needs.

Indicative Responsibilities

  • Support assessment of transferable, employability and entrepreneurship skill gaps across relevant TVET programmes.
  • Engage employers, industry representatives, youth and training institutions to understand labour-market needs and workplace expectations.
  • Contribute to a practical skills-mapping framework linking labour-market demand with TVET learning outcomes.
  • Support integration of employability, digital, entrepreneurship, communication and problem-solving competencies into curricula and learning materials.
  • Contribute to competency-based activities, assessment approaches and trainer guidance.
  • Provide recommendations to strengthen school-to-work transition, employer engagement and the practical relevance of TVET provision.

Desired Profile

  • Advanced degree in labour economics, TVET, education, workforce development, human resources, development studies, business or a related field.
  • Strong professional experience in employability, workforce development, skills systems, labour-market analysis, youth employment or entrepreneurship.
  • Demonstrated experience translating employer and labour-market needs into skills frameworks, training programmes or curriculum recommendations.
  • Experience with TVET institutions, private-sector engagement, youth programming, labour-market governance or skills-development initiatives.
  • Experience with UN agencies, international development organizations, development banks, government ministries or donor-funded skills programmes is highly desirable.
  • Strong written and spoken English. Arabic capability and substantial experience in MENA labour markets are significant advantages.

Location and Timing

The potential assignment may combine remote analytical work with stakeholder engagement and possible field-based work in the MENA region, subject to final client requirements, security conditions, travel arrangements and approvals. The exact location, duration and level of effort will be confirmed only if the proposal is successful and the final Terms of Reference are issued.
