Accord Worldwide, Inc. is preparing a proposal for a potential international development consultancy in the MENA region involving institutional strengthening, stakeholder engagement, education and workforce-development systems. We are seeking expressions of interest from experienced specialists who may be considered for the proposed consultancy team.
Important: This is an expression of interest for a proposal currently under development. It is not a job offer, employment contract, guarantee of engagement, or confirmation that any assignment has been awarded. Any future engagement would be conditional on successful contract award, client approval, the final scope and Terms of Reference, consultant availability, contracting, and applicable compliance requirements.
About the Assignment
The anticipated assignment will support national TVET stakeholders to strengthen institutional capacity and embed future-ready skills into vocational education and training. The work is expected to involve government and institutional consultations, stakeholder mapping, technical workshops, validation processes, coordination with development partners, and support to implementation and institutionalization.
Proposed Role: Institutional & Stakeholder Specialist
The specialist will support institutional coordination, stakeholder engagement and alignment of the technical work with national priorities, client expectations and implementation realities.
Indicative Responsibilities
- Support stakeholder mapping and engagement planning across relevant ministries, TVET institutions, employers, development partners, instructors and youth representatives.
- Plan and facilitate consultations, key-informant interviews, technical workshops and validation sessions.
- Support alignment of proposed frameworks, curricula and institutional recommendations with national systems and client priorities.
- Contribute to governance arrangements, coordination mechanisms and institutionalization planning.
- Help ensure consultation and implementation processes are inclusive, practical, gender-sensitive and appropriate to the operating context.
- Support preparation of high-quality reports, consultation findings, recommendations and presentations for senior stakeholders.
Desired Profile
- Advanced degree in international development, education, public policy, institutional development, social sciences or a related discipline.
- Strong experience in institutional strengthening, stakeholder engagement, policy support or programme coordination in international development.
- Demonstrated ability to work effectively with government institutions, UN agencies, NGOs, donors and diverse technical stakeholders.
- Experience with UN agencies, international organizations or donor-funded programmes, particularly in education, youth, skills or system-strengthening assignments, is highly desirable.
- Experience conducting consultations, evaluations, policy reviews, guidance development or participatory technical processes.
- Excellent written and spoken English. Arabic capability and substantial MENA-region experience are strong advantages.
Location and Timing
The potential assignment may combine remote technical work with stakeholder engagement and possible field-based work in the MENA region, subject to final client requirements, security conditions, travel arrangements and approvals. The exact location, duration and level of effort will be confirmed only if the proposal is successful and the final Terms of Reference are issued.
