Accord Worldwide, Inc. is preparing a proposal for a potential international development consultancy in the MENA region involving TVET, curriculum strengthening and workforce-relevant skills. We are seeking expressions of interest from qualified senior experts who may be considered for the proposed consultancy team.
Important: This is an expression of interest for a proposal currently under development. It is not a job offer, employment contract, guarantee of engagement, or confirmation that any assignment has been awarded. Any future engagement would be conditional on successful contract award, client approval, the final scope and Terms of Reference, consultant availability, contracting, and applicable compliance requirements.
About the Assignment
The anticipated assignment will support national TVET stakeholders to strengthen the integration of transferable and future-ready competencies into vocational education and training. The proposed methodology includes diagnostic review, skills mapping, competency-framework alignment, curriculum adaptation, learning-material development, Training of Trainers, validation, implementation support, and monitoring and evaluation.

Proposed Role: Team Leader / Lead TVET & Curriculum Specialist
The Team Leader will serve as the principal technical and coordination focal point for the assignment and will guide the overall methodology, quality assurance, stakeholder engagement, and delivery of key technical outputs.
Indicative Responsibilities
- Lead inception, methodology refinement, work planning and technical coordination.
- Guide review of TVET policies, curricula, competency standards and institutional arrangements.
- Lead or oversee skills mapping and development of a practical future-ready skills competency framework.
- Direct curriculum mapping, adaptation of learning outcomes, learning materials and assessment approaches.
- Coordinate technical specialists working on employability, ToT, M&E and stakeholder engagement.
- Lead technical consultations, validation workshops and client presentations.
- Ensure consistency and quality across all deliverables and respond to client feedback.
Desired Profile
- Advanced academic qualification in education, TVET, curriculum development, training, human-capital development or a closely related field.
- Substantial senior-level experience in TVET reform, curriculum development, competency-based learning or education-system strengthening.
- Demonstrated experience designing or reviewing curricula, competency frameworks, trainer materials and assessment tools.
- Experience leading multidisciplinary technical-assistance teams and managing complex deliverables.
- Experience with government, UN agencies, development partners or donor-funded education programmes is highly desirable.
- Strong written and spoken English. Arabic capability and substantial experience in the MENA region are significant advantages.
Location and Timing
The potential assignment may combine remote technical work with stakeholder engagement and possible field-based work in the MENA region, subject to final client requirements, security conditions, travel arrangements and approvals. The exact location, duration and level of effort will be confirmed only if the proposal is successful and the final Terms of Reference are issued.
