The Consultant’s staff should have extensive experience in Community development approaches and Community Driven Development Strategies. The consulting firm/Contractor must be familiar with the road & transport sector, community projects, etc. It is highly desirable to have someone in the team with knowledge of human security and conflict sensitivity, environment and disaster risk reduction and resilience. Minimum requirements for the composition and qualification of the Consultant’s project team are provided below:
Team Leader (Rural Development Expert (Master’s degree or higher (PhD preferable) in Rural Development, Development Studies on any relevant field)
At least 15 years’ experience in rural development and livelihood with strong knowledge of the Community driven development approaches; strong understanding of the rural development methodologies; Strong leadership skills to motivate the team and provide technical support; proven knowledge to strengthen the community institutions and capacity enhancement of the community institutions, Well familiar with Afghan Culture and norms and ability to stay result oriented; Proven ability to plan, organize, and effectively implement activities; strong analytical skills; Ability to coordinate and work in teams, and in complex environments; Proven experience in participatory processes, and strong communication and advocacy skills; proven experience in the strategies formulation, training manuals and modules for community development. Excellent reporting writing skills and demonstrated experience in developing reports, training manuals and modules.
Training Specialists (Master’s Degree in Rural Development, Development Studies on any relevant field)
At least 10 years’ experience in training and capacity development of the community institutions at grass root level; Ability to deliver trainings while adopting participatory approaches; proven experience in delivering trainings on the subjects including gender sensitive business development, gender sensitive financial management, participatory rural appraisal, gender sensitive M&E and reporting; Must have full command on the Dari language; Well aware of the cultural sensitivity; excellent skills in couching and communication to elaborate the complex concepts in easy language;
Gender Specialist (Master’s Degree or equivalent in Gender Studies, Social Science or related field)
At least 10 years of substantive experience at senior programmatic position with recognized expertise and experience in gender; particularly mainstreaming and policy analysis; Experience with post conflict programming; strong analytical and writing skills; Should have good knowledge of the country, the context, the region and working in conflict zones; Should have completed at least one such similar nature of work.
Illustration developer (Cartoonist with the relevant Master’s/Bachelor’s degree in the field of creative arts and designs or related field)
At least 08 years of proven experience in developing cartoons and illustration stories, Able to develop the illustrations in the given context of Afghanistan; well aware of the cultural sensitivity while designing the illustrations
Translator English to Dari (Mater’s/Bachelor’s in English Language)
At least 07 years of experience in translation from English to Dari language; Proven experience in editing, proof reading of the documents developed in Dari language; demonstrated experience in translating strategic documents from English to Dari. Ability to meet the tough deadlines;
