Scope of work
The training packages will be delivered in the seven UNHCR Regional Bureaux locations: Amman (Jordan), Bangkok (Thailand), Dakar (Senegal), Geneva (Switzerland), Nairobi (Kenya), Panama City (Panama), and Pretoria (South Africa).
The selected service provider will be tasked with delivering the reputational risk management and crisis communications training packages, targeting senior managers and Public Information/Communications/External engagement colleagues, within UNHCR.
The training Package 1 for senior managers will aim at: (a) Increasing their knowledge of risk management, and the importance of risk management and managing stakeholder perceptions of the organization; (b) Strengthening specific reputational risk management and crisis communications knowledge and skills amongst senior managers in support of a proactive approach to reputational risk management and communications (including those relating to sexual misconduct and integrity issues such as fraud and corruption); (c) Developing understanding, and providing opportunities for exchange, with regard to appropriate reactive measures to reputational risk events and crisis communications; (d) Raising awareness of existing tools that can be replicated at field level (e) Clarifying roles and responsibilities between country operations, regional bureaus and HQ when an allegation or a crisis emerges.
Training Package 2 for Pubic Information/Communications/External engagement colleagues will aim at: (a) Raising awareness on the importance of handling reputational risks in a timely and effective manner, including those relating to sexual misconduct and integrity issues; (b) Raising awareness of existing tools that can be replicated at field level; (c) Increasing knowledge and developing capacity to identify, classify and mitigate risks; (d) Increasing technical capacity to handle communications in crisis scenarios; (e) Clarifying roles and responsibilities between country operations, regional bureaus and HQ when an allegation or a crisis emerges.
These two-day training packages follow a modular format covering topics such as: risk appetite, scenario planning, stakeholder management, leadership role in risk management and crisis communications, risk mitigations, tools and best practices in crisis communications, and the lifecycle of a crisis. The packages will involve case studies and interactive exercises.
The selected service provider will therefore be required to familiarise themselves with the developed packages. Should the selected service provider wish to make minor adjustments to the packages this can be done subject to the approval of ERM and GCS.
Facilitation of reputational risk management and crisis communications workshops
Training Package 1: two-day workshops of approximately 15 participants in seven regional locations by two to three facilitators with expertise in reputational risk management and crisis communications;
Training Package 2: additional two-day workshops of approximately 20 participants in regional bureaus by the aforementioned facilitators
